The change of ownership on a registration certificate remains one of the most common administrative procedures during a vehicle transaction in France. The buyer of a used vehicle has one month to complete this formal procedure, failing which they will not be able to drive legally. The final cost depends on several taxes, the amounts of which vary according to the region and the characteristics of the vehicle.
Payment by credit card and France Identité: what has changed in 2026
Most online guides detail the taxes that make up the price of a registration certificate, but few focus on the concrete methods of accessing the procedure. Since 2026, payment must be made online by credit card, with no other means accepted for a change of ownership.
Access to the ANTS platform now requires FranceConnect or the France Identité app. This generalization of certified digital identity adds a technical step for users who are not familiar with digital tools. It is no longer enough to create an ANTS account with an email address: a strengthened authentication process is required.
Specifically, a buyer who has never used France Identité must first activate their digital identity, which requires having a compatible identity document (national identity card in credit card format) and a smartphone equipped with NFC technology. For holders of old documents, the procedure for changing the ownership of a registration certificate may therefore require a prior renewal of the identity document, which extends the overall timeframe.

Regional tax and registration certificate: why the cost varies so much from one region to another
The price of a change of ownership is based on the sum of several taxes. The heaviest is the regional tax, calculated per fiscal horsepower. Each region freely sets the rate for the fiscal horsepower, which creates significant disparities across the territory.
For the same vehicle, the bill can vary from simple to double depending on the new owner’s place of residence. This tax is listed in field Y.1 of the registration certificate. In addition, there is the management tax (field Y.4) and the processing fee (field Y.5), which corresponds to the postal delivery costs of the document.
Vehicles over ten years old: a reduction to know about
Vehicles whose first registration date is over ten years ago benefit from a 50% reduction on the regional tax. This mechanism makes the registration of an old vehicle significantly less expensive, but it is not always clearly mentioned in online simulators.
The CO₂ tax (ecological penalty, field Y.3) only applies to new vehicles or those never registered in France. Therefore, it does not apply when changing ownership for a used vehicle already registered in the SIV system.
Change of owner and name change on the registration certificate: two distinct procedures
The online content often confuses change of ownership and name change. The administration has formalized a clear distinction between these two cases.
A name change (marriage, divorce, civil status modification) does not generate a new regional tax. The procedure remains free except for the processing fee. In contrast, a change of ownership involves a complete recalculation of taxes, as it constitutes a new registration in the name of the buyer.
This distinction has practical consequences after a divorce, for example. If both ex-spouses were co-owners and one of them retains the vehicle, it is simply a removal of co-owner, not a change of ownership. The costs and required documents differ radically.
Documents required for a change of ownership
The file to be compiled remains the same regardless of the region. Here are the necessary documents for a natural person:
- The original of the registration certificate crossed out and signed by the previous owner, with the date and time of the transfer noted
- The Cerfa form for declaration of transfer (one copy for the buyer, one for the seller)
- A proof of residence less than six months old and a valid identity document
- A technical inspection report less than six months old for vehicles over four years old (less than two months in case of a re-inspection)
The absence of any of these documents blocks the application on the ANTS. The most common case: a registration certificate not crossed out by the seller, which prevents the creation of the online file.
Processing times on ANTS and recourse in case of blockage
The official processing time is a few working days. In practice, user experiences vary on this point. Some users receive their provisional registration certificate (CPI) within hours of the request, while others report delays of several weeks in case of an incomplete file or site maintenance.
The CPI allows legal circulation for one month while waiting for the receipt of the final certificate. If the delay exceeds this period, it is possible to contact the mediator of France Titres or to go through a provider authorized by the State, who has professional access to the registration system.
Authorized providers charge service fees in addition to the official taxes. This additional cost, which varies according to the operators, is borne by the buyer. It is mainly justified by time savings and support in case of an atypical file (imported vehicle, inheritance, multiple co-owners).

Changing the registration certificate after purchasing a used vehicle is not a formality to be postponed. The legal one-month deadline starts from the date of transfer noted on the Cerfa. After this period, the buyer risks a fixed fine and, above all, the inability to assert their insurance in case of a claim with a non-compliant certificate.
